The assignment
Relief money went in one end of a reconstruction fund and came out the other end as luxury apartments. Forty-seven people — clerks, drivers, auditors, two ministers' aides — agreed to talk. One signature was missing: the fund's own disbursement officer.
Eleven months of reporting across three countries. Every document photographed twice, every claim corroborated by two voices minimum. The series ran in three parts: the money, the silence, and the ledger that tied them together.
The officer never spoke to us. His refusal — delivered through three lawyers and one very nervous lunch — is documented in part two, and it is the moment readers quoted back to us most. Absence, properly reported, is evidence.

The stay
Every claim twice. Every voice protected.
Source protection shaped the entire production: no names in notebooks, no faces without consent, meeting places that rotated weekly. Two sources spoke only after we showed them the legal review letter — proof the story would survive contact with lawyers.
After publication, a parliamentary committee opened an inquiry citing part three. The disbursement officer resigned six weeks later, still without comment. We printed that too.
